Please join us for an open lecture by Prof. Dr. Ivo Bischoff (University of Kassel) entitled “Digitalisation and the vertical division of federalism: Do we have to rethink fiscal federalism?”, prepared as part of the mentoring visit under Action I.1.1/IV.1.1 “Mentoring Programme”.
Since the seminal works of Tiebout, Musgrave, Oates, Olson and other scholars, the theory of fiscal federalism is a fundamental element of Public Economics. It shows the superiority of multi-layer governance with a vertical division of tasks and revenues over centralist concepts of governance. As the theory was developed for an analogous world, the fundamental question is: Does it still hold for a digitalized world? What does local self-governance mean then? Do we have to re-think the division of tasks and revenues between local, regional and central government? These questions are addressed in the lecture and invites the audience to engage in a vivid academic debate about them.
Prof. Dr. Ivo Bischoff (University of Kassel, Department of Economic Behaviour and Governance). Expert in Public Economics (Public Choice, Political Economy of Local Public Finance, Behavioral Economics, especially voter behaviour).
The lecture will take place on Wednesday, 28 May 2025 at 9.45 a.m. in the Euroreg room (Centre for European Regional and Local Studies, ul. Krakowskie Przedmieście 30).
